By tradition it is the Bride-to-be’s parents host the engagement party, in the event they can’t then it should be the Groom-to-be’s parents instead.

In the modern day very often the couple themselves will do the hosting, particularly if they have been living together.

The invitations to an engagement party should say that the party is being held "in honour" of the couple which implies the engagement, so that does not really need to be mentioned.

Alternatively it might be a surprise so just make it an ordinary invitation.
